"According to the short terms priorities of the European Partnership Croatia needs to 

address the problem of backlog in the courts (p. 11. The Council Decision on the 

principles, priorities and conditions in the European Partnership with Croatia). This 

project proposal presents one of the possible tools for a successful and prompt reduction 

of the backlog of cases. By development of mediation as an alternative dispute 

resolution through and after this project, the backlog of cases is expected to reduce in 

line with the aim of the judiciary reform."
